Baltimore (DPOB) strives to make Downtown a destination of choice
for living, working, visiting, and investing. We are the connection
to everything happening in the state’s largest business center,
cultural district, and fastest-growing neighborhoods. We are the
center of it all. We also oversee the Downtown Management Authority
(DMA), Baltimore’s oldest and largest business improvement district
(BID). DPOB's programs – including uniformed operations teams of
Downtown Baltimore Guides, Clean Sweep Ambassadors, and Park
Stewards – make the 106-block downtown district more attractive,
vibrant, and hospitable. We are pleased to announce an opportunity
for a Director of Community Engagement and Safety. This leadership
role oversees integrated teams and programs that support a safe,
welcoming, and inclusive experience throughout downtown Baltimore.
Key responsibilities include leadership of the Downtown Baltimore
Guides team, the Homeless Outreach program, and collaborative
engagement with stakeholders and cross-sector partners. The
Director will play a critical role in strengthening public trust,
increasing the visibility of safety initiatives, and enhancing
quality of life through proactive community engagement,
data-informed strategies, and transparent reporting. We’ll need you
to Lead the development and execution of safety, hospitality, and
community outreach strategies to enhance public trust and promote
safety in the downtown area. Oversee Downtown Baltimore Guides team
and Homeless Outreach Managers while ensuring alignment with
service protocols, community expectations, and quantifiable
outcomes through KPIs. Build and maintain relationships with
community organizations, businesses, residents, law enforcement,
and service providers. Ensure consistent leadership presence in the
field by maintaining a regular schedule of visits to deployment
routes, coverage areas, and throughout the DMA at large. Maintain
proper staffing coverage for all direct report positions, to
include actively performing duties of subordinate team members
where necessary. Collect, analyze, and report safety and engagement
data to guide program improvements and demonstrate impact.
Coordinate public campaigns, training, and events that elevate
community presence and promote civic engagement. Serve as a visible
and accessible leader, addressing public concerns, and ensuring
swift resolution of safety-related incidents. Responsible for
ensuring schedules are entered into ADP as well as attendance
records and payroll is completed. Lead in the hiring of staff by
reviewing resumes, interviewing, conducting new hire orientation,
and managing supervisory attendance at local job fairs. Review and
approve all disciplinary actions and terminations recommended by
supervisors. Responsible for ordering and inventory management of
all supplies and materials needed for the department. Assist Human
Resources and leadership with the development and implementation of
employee rewards programs such as Employee Appreciation, holiday
events, etc. Ensure team compliance with data collection into all
DPOB approved platforms such as Salesforce. Assist in leadership
with the investigation and resolution of constituent complaints.
Submit all expenditures with supporting documentation to immediate
supervisor for review and approval. Represent the Downtown
Baltimore Guides team at meetings and special events. Work
collaboratively with operations Project Manager for uniforms,
equipment and vehicle maintenance and other cross-functional tasks.
Participate in DPOB events and activities to promote Baltimore and
become familiar with all organizational events and programming. Is
This You? Minimum education or experience equal to a bachelor’s
degree in communications, public safety, criminal justice, business
administration, or related field required. Minimum of 5 years of
progressively responsible leadership in public safety, outreach, or
engagement programs. Strong logistics, operational planning, and
management experience. Other Requirements Ability to lead diverse
field teams, adapt to a fast-paced environment and communicate
effectively verbally, and write across stakeholder groups. Strong
proficiency with Microsoft Office, Power Bi, and/or PowerPoint.
Excellent analytical, problem-solving, and decision-making skills.
Ability to maintain confidentiality and discretion. Baltimore City
metropolitan area residents preferred. Ability to handle multiple
priorities and deadlines in a fast-paced environment. Excellent
written and verbal communication skills. Familiarity with
navigating, extracting, and analyzing information from relational
databases, CRMs, and enterprise resource platforms. Maryland
driver’s license w/clean driving record of 2 points or less. Strong
interpersonal, crisis management, and conflict resolution
capabilities. Deep understanding of urban community dynamics,
equity-driven programming, and public trust-building. Work
Environment & Expectations This role operates in a fast-paced,
highly visible environment and requires flexibility and
adaptability. Occasional evening and weekend work may be needed,
along with frequent local travel and some overnight or out-of-state
travel. The Director collaborates closely with internal departments
and external partners and participates in frequent meetings. The
position involves strategic, data-driven decision-making, operates
at times under high pressure, and requires a high degree of
professionalism, confidentiality, and discretion. Position
Type/Expected Work Hours This full-time position offers a
compensation range of $80,000 to $88,000 per year, depending on
experience and qualifications. We are a collaborative team of
